What We Do
Our work is organized around two pillars and three cross-cutting themes — because the challenges facing democracy don’t fit neatly into separate boxes. Elections, justice, anti-corruption, inclusion, and peacebuilding are inherently linked. So is our work.
PILLAR 1
Democratic Governance
| Accountability is strongest when it is collective.
Strong, accountable institutions — backed by the rule of law — are the bedrock of democracy. Laws and institutions are the means through which democracy can deliver for all people, from the local to the national level.
We partner with electoral authorities, parliaments, courts, oversight bodies, and local governments to help them lead with integrity, deliver transparently, and act with independence. Most importantly, we help bridge the gap between people and the institutions that are meant to serve them.
SOUTH ASIA
Political Finance Community of Practice
P4I launched POLFIN with partners in Nepal, Pakistan, Sri Lanka, and Bangladesh — developing a comparative study of digital political finance disclosure and supporting implementation of the UN Convention Against Corruption.
AFRICA
Electoral Justice Peer Exchange
P4I moderated a peer exchange for 94 judges across Africa — from Senegal to Madagascar — on adjudicating politically sensitive cases and building public trust. In Guinea, we convened a two-day workshop with 59 magistrates and court registrars ahead of parliamentary elections, focused on electoral dispute resolution.
KENYA
Campaign Finance & Electoral Integrity
One year ahead of Kenya's 2027 elections, P4I engaged the IEBC, NCIC, ORPP, and judiciary on electoral integrity. P4I also contributed to the Accra Declaration on political finance transparency.
PILLAR 2
Democratic Culture & Pluralism
| Democracy lives in culture, not just in laws and institutions.
Legal frameworks are not enough to deliver genuine, inclusive democracy. People inside and outside government need to care about inclusive democracy, believe it can work, and participate accordingly.
We nurture democratic values within and beyond institutions — putting people at the centre of civic life and ensuring underrepresented communities shape it. People will only defend something if they care about it and believe in it.
NEPAL
Youth Civic Engagement
P4I supported grassroots youth leadership through partner Think Big, including a 12-hour civic tech hackathon where students designed technology to bridge the digital divide. The winning team proposed secure digital voting for Nepali diaspora voters.
GLOBAL
Democracy Under Pressure
P4I convened democracy activists from Myanmar, Palestine, and Serbia to discuss sustaining civic engagement under restricted civic space — building cross-border solidarity for movements under threat
SRI LANKA
Climate, Inclusion & Democracy
With IRES Sri Lanka, P4I produced joint research showing how political exclusion deepens climate vulnerability — making the case that inclusive governance is not just a democracy issue, but a survival one.
CROSS-CUTTING THEME 1
Technology & Democracy
| AI should strengthen democracy - not replace it.
AI and rapidly changing technologies are no longer peripheral — they are essential features of national power, public infrastructure, and civic identity. When harnessed with purpose, they can revitalize democracy: transforming transparency into power and participation into partnership.
But the risks are real. Disinformation, foreign information manipulation and interference (FIMI), AI-generated content, and algorithmic targeting have become standard features of electoral politics. We advise governments on governing these technologies and build the digital safeguards that protect civic space.
EUROPE — VILNIUS
Prosecuting FIMI
At Disinfo 2026, P4I led a panel on prosecuting foreign information manipulation and interference — exploring legal frontiers of accountability and the challenge of securing digital evidence in election cases.
EUROPE — TALLINN
EMBs and Digital Threats
At E-Vote-ID 2026, P4I shared real-world cases — developed with Lithuania's Central Electoral Commission — on how election management bodies can prepare for legal challenges arising from digital threats.
CROSS-CUTTING THEME 2
Inclusive Governance
When women, young people, persons with disabilities, ethnic and religious minorities, and marginalized communities are excluded from political life — whether by law, culture, or design — democratic legitimacy is undermined from within.
P4I embeds inclusion at every level: in legal frameworks and institutional design, in the norms and behaviours of those who hold power, and in the capacity of underrepresented communities to claim their rightful place in civic life. Inclusion is not an add-on. It is the foundation.
CROSS-CUTTING THEME 3
Democracy & Peacebuilding
Democracy and peace are not separate destinations — they are the same journey. When democratic processes are perceived as unfair or captured, grievances fester and conflict follows. When conflict takes hold, democratic space contracts.
When democracy and peacebuilding practitioners work in silos, the people most affected pay the price. P4I works at this intersection: supporting alternative dispute resolution, building peace ambassadors for electoral work, countering electoral and gender-based violence, and creating space for women, youth, and marginalized voices at every table.
