Technology and Democracy
AI should strengthen democracy, not replace it
Artificial intelligence and emerging technologies are no longer optional or peripheral— they are essential features of national power, public infrastructure, and cultural identity.
When harnessed with purpose, emerging technologies can do more than modernize democracy—they can revitalize it, transforming transparency into power, participation into partnership, and trust into a shared civic currency.
At the same time, the public square is already shaped by AI-generated information, and by 2026 open-source AI frontier models will allow anyone with modest skills to spin up hyper-realistic video, voice, and text engines and push it out with ubiquitous AI-driven micro-targeting. Sovereign AI is redefining national power—raising urgent questions about how democracies can preserve transparency, accountability, and human agency in a world where algorithms govern more than laws.
We provide strategic guidance on the governance and integration of these technologies to help governments and institutions ensure that AI and other critical technologies strengthen—rather than undermine—democratic governance and values. Our support includes the development of strategies to manage, stress-test, deploy, and align these powerful tools with democratic priorities—in particular by strengthening digital integrity and democratic safeguards.
